Kelvin is a graduate (with honors) and a post-graduate of the National University of Singapore and Scholar-in-Residence of the General George C. Marshall Foundation at the Virginia Military Institute in Lexington, Virginia, USA. He now has over two decades of experience in the construction industry.
As a Professional Program Manager, with a background in environmental engineering and project financing, he has delivered studies as well as EPC, EPCM and DBOOT projects in Australia, Africa, China, Hong Kong, Taiwan, Singapore and all of Mainland Southeast Asia. An industry regarded polymath, Kelvin specializes in environmental engineering, infrastructure planning and engineering, security infrastructure, modular building construction, project and study management, project controls and contract administration, design management, cost estimating, project financing and financial modelling.
Kelvin has worked with prominent business families, international owners, consultants and contractors on a myriad range of projects in the environmental engineering, mining, oil and gas, infrastructure and building sectors of the regional construction industry. Kelvin is an ardent proponent of flexible contracting strategies such as Design Build Own Operate Transfer (DBOOT); Design Build Finance (DBF); Design Build Lease (DBL); or Alliancing and Consortium building.
