Upgrade and refurbishment

Proposed upgrade and refurbishment of an existing passenger ferry terminal including the design and construct of a new floating pontoon jetty. Extensive redevelopment of the busy Changai Passenger Ferry Terminal and one of the gateways between Changhai Airport and the nearby Indonesian islands of Batam and Bintan.

The complex nature of the refurbishment means, as well as managing the interface between two sovereign governments (i.e. Singapore and the Federal Government of Malaysia), we are also closely with JPA, the Maritime Port Authority (MPA) of Singapore and the Singapore Land Authority (SLA) to create a new sub-division at the foreshore area. Scope of works are divided into two main works packages, namely, the Land Side Works Package and the Wet Side Works Package.

The Land Side Works Package includes; the change of use of passenger spaces, upgrading the interior design and most importantly being one of the first infrastructure facility in Singapore which complies with the new Infrastructure Protection Act (Oct 2017). To comply with the Act, complex engineering works were undertaken to harden, deter and defend the facility against the current 2nd decade of the 21st century security threats on top of the existing International Ship and Port Facility Security (ISPS) code requirements of the SOLAS Convention which all international ports have to comply with.

Wet Side Works Package includes upgrading of the existing jetty structure as well as the design and construction of a new floating pontoon passenger landing platform held in place by guide piles. Submissions and approvals works were especially complex as besides all the typical Singapore regulatory authorities, there was need to interface with atypical Singapore regulatory authorities as well as the Malaysian and Indonesian governments.
